Title:Perceptions: Educating Minnesota's Children with Disabilities in 2035

Special education services have changed significantly since Minnesota's first permissive public school special education law in 1915, its more comprehensive law in 1957 for those considered "educable," and the passage of the Education of All Handicapped Act in 1975 for all children with disabilities. The question raised by Minnesota Special Education Leaders Foundation (MNSELF) was, With all these historic changes, what changes can the field expect between now (2017) and 2035? After discussions, the MNSELF Board chose the year 2035 as children born in 2017 would be 18 in 2035. With this intent, the MNSELF decided to collect perceptions of administrators, educators, parents and stakeholders regarding what they expected special education to look like in 2035 in Minnesota.
